Mr. Charles Tong was appointed Chief Executive Officer of Sing-Ed in December 2024. He joined the organization as Senior Vice President in September 2021 and brings over 30 years of experience in education, spanning both public and private schools, as well as private educational institutions. Mr. Tong has held leadership roles as CEO, Superintendent, and Principal, overseeing learning organizations that integrate Early Years, Primary, Secondary, and Pre-tertiary education. He has been instrumental in driving growth and creating pathways that benefit learners. In his previous roles, he successfully transformed a school, guiding it to achieve IB World School status and top academic results within just two years, while also expanding it into a full primary school.

Mr. Abdul Mannan was appointed Senior Vice President (Education) in January 2025, overseeing the academic domains of School Excellence, Education Pathways, Staff Qualification and Development, and Active & Holistic Learning.
He joined Sing-Ed as Senior Vice President on March 1, 2022, initially overseeing campuses in Malaysia and Thailand. Prior to this, he served as Cluster Superintendent, managing 13 schools, including primary schools, secondary schools, and a junior college. Before that, he was the Principal of Ang Mo Kio Secondary School.
Mr. Mannan holds a Bachelor of Science (First Class Honours) and a Master’s in Public Administration from the Lee Kuan Yew School of Public Policy at the National University of Singapore. He is currently pursuing a Doctorate in Business Administration.
He is currently the Vice-Chairman of the Science Teachers Association of Singapore and the Vice-President of the Singapore Association for the Advancement of Science. He has also served as a Board Member of the Academy of Principals, Singapore, and as a Council Member for the Singapore National Academy of Science.
Mr Ang Cheng Eng was appointed Senior Vice President (Corporate) in January 2025 and oversees the corporate functions in Sing-Ed including systems & quality assurance, information technology, group marketing, development & operations, human resource and finance.
Mr. Ang is a Chartered Accountant who spent his early days in the finance field, across a spectrum of sectors, including audit, banking, real estate development and education. He joined Sing-Ed in Aug 2022 as COO (Preschools) overseeing the Group’s portfolio of multi-brand preschools. Prior to this, he has helmed senior management roles in several regional educational corporations over a span of 17 years.
Mr Anthony Tan was appointed Director (Strategy and Development) in February 2026 and is responsible for supporting Sing-Ed’s strategic growth, development initiatives, governance, and organisational alignment across the Invictus International Schools group.
He joined Sing-Ed in 2022 and has held leadership roles in quality assurance, information technology, and data protection. Prior to his current appointment, he served as Vice-President (Systems, Quality Assurance & Information Technology) and Group Data Protection Officer, where he led quality assurance transformation, EduTrust and regulatory compliance, enterprise systems governance, and the implementation of internal frameworks to strengthen cross-campus consistency.
Mr Tan brings over 20 years of experience across education, public-sector regulation, quality assurance, and senior management. His prior appointments include roles with the Ministry of Education, Council for Private Education/SkillsFuture Singapore and Nanyang Academy of Fine Arts. He holds a BA (Education) with Honours from Nanyang Technological University.
